Condolences
As we make our way through life we encounter many people yet only find a special few, that short list of true friends we can count on less than one hand, that was Billy. Either one of us could call the other with "Bring some tools and meet me here" knowing no task was insurmountable.
I first met Billy over 25 years ago as a young impressionable 17 year old kid working at Raceway Park where we had years of adventures, pranks, and even got some work done along the way. His energetic persona walking into a room shouting antagonistic insults to anyone in his path paired with that big cowboy smile was never mistaken as offensive. Somehow everyone could see right through to the genuine guy with a heart of gold that would then jump right in and help with anything imaginable. I was so fortunate to be influenced by those traits and learned that many others around Billy shared similar values.
As much as it hurts to lose him, Billy's good will and strong moral compass was always admired by myself and many others. We hope to pass that on just as he did for us. His memory and his long list of one-liners will continue to be shared never forgetting one of the best....

Billy was a true friend to the Becker Family. Through our years at Raceway Park through helping us out with so many different projects, we always knew we could count on Billy for a smile, a helping hand and laughs. He will be truly missed by our entire family. We will always remember him

We are deeply saddened by such devastating new. We are honored to have known Billy; A true friendship turned into family. Over and over I have tried to write but cannot find the proper wording. What do you say about the man who when you see past the tough exterior you find a genuinely warm, loving, ride or die, stand up guy! The man who will teach you what he knows cussing the entire way through it,but together the job gets done. The man who nearly made me crap my pants screaming about a "hernia" while driving to PT. The list goes on and on. Billy, you are so loved and missed beyond measure. Rest in paradise. Your work here is done. We got it from here..

Billy meant more to our family than many people even know. He is the reason the racetrack became what it did and how events and day to day operations went so smoothly. He was my dad’s (Vinnie Napp) right hand man. I remember sitting in the tower as a child watching the races out the window and Billy would sneak up behind my brother and I and scare us or grab the back of our necks. I remember he also came over to our home to help with a project, he pulled up in something like a black Peterbilt or Kenworth and I sat on his lap in the cab, I thought it was the coolest thing ever; he also sprayed my mom and ryan with the garden hose that day. He also convinced me as a young child he was a professional bull rider and i believed it for many years. He was hilarious and we had many funny stories and good times with him. I cant thank Billy enough for what he did for my dad, us, the family, and the racetrack. There are not many people like him anymore. I will miss Billy very dearly, hopefully he’s riding bulls up there.

This is the hardest thing for me to do Billy never thought I’d be writing this. You were a true hero in my eyes the way you fought over the years, but still were kind and so giving to all those in need you were truly a wonderful person, and will be greatly missed.

Billy was not just a FRIEND, he truly was a Best friend. When ever you needed him he always was there. He was always ready to jump in and help you out. I will always be grateful for him being so supportive of my children Ryan, Kent, and Drew when Vinnie took ill. He ALWAYS had a smile or a joke and he was so full of life. It is truly a loss for all who were fortunate to know him. You will be sorely missed. BIG BAD BILL
